Kim and Shawna, two very upbeat door-to-door cosmetic saleswoman die in an unexpected car accident in the middle of nowhere in Utah. Their bodies are discovered a few hours later by the State Police and taken to the City Morgue.
Kim's body is stolen from the morgue by two clandestine figures in the middle of the night for a private autopsy at an underground location.
The news is not good. They realize that they have actually stolen Shawna's body by mistake, due to a bureacratic error in labelling the bodies.
When they return to the City Morgue, it's too late. Kim's body is under going an autopsy by the county medical examiner who unfortunately finds what the two clandestine figures were looking for.
The Mayor is immediately woken up from his sleep and a phone call is placed directly to Pentagon since it might be a national security matter indeed.

Kim and Shawn (weren't they dead?!) are featured as the Stratosphere Sisters -- a high-flying trapeze act in which the volunteers from the audience participate as well.
One such volunteer is Detective Crammer who is hired by the original Kim's family to investigate the morgue snafu. Soon Crammer realizes that sticking his nose further into this enigma will not be good for his health. But then a Pentagon team arrives and they make an offer Crammer cannot refuse...
